The Universitat Autònoma de Barcelona has committed to making its website accessible to comply with Royal Decree 1112/2018, of 7 September, on the accessibility of websites and applications for mobile phones in the public sector (hereinafter Royal Decree 1112/2018, of 7 September) and with Decree 216/2023, of 5 December, on the accessibility of websites and applications for mobile phones of the Administration of the Government of Catalonia and their public sector (hereinafter, Decree 216/2023).

This declaration of accessibility is applied to the website https://www.uab.cat.

On this website the requisites of Regulation UNE-EN 301549:2022 are applied, while also taking the exceptions of Royal Decree 1112/2018 into consideration.

This website is not yet compliant with Royal Decree 1112/2018, of 7 September. The exceptions or non-compliant aspects are listed below.

To achieve this objective the UAB takes as its starting point compliance with the Steps for accessibility for 2.1 website content established by the World Wide Web Consortium (W3C).

Some of the functions implemented on the UAB website to allow access to the content are: 

• Use of HTML and CSS code adjusted to formal grammars to guarantee that content can be viewed on different browsers. 
• A section at the beginning of each web page which allows you to jump directly to the accessible sections using the keyboard or screen readers that allow you to go directly to the section of interest. 
• The pages are clearly set out with headings at the top of each section which allow you to go directly to the section of interest. 
• Font size is defined in relative units making it possible to enlarge or decrease the letters using the browser options. Text can be enlarged up to 300% without disappearing from the screen. 
• Most of the web can be browsed using the keyboard.
• Most of the web can be browsed using a screen reader.

The content which is provided below is not accessible for the following reasons:

Although work is being done, the website could contain files in PDF format, multimedia content or other formats that do not meet all accessibility requirements.

1. Lack of compliance with Royal Decree 1112/2018, of 7 September:
   • Audio players do not offer an independent mechanism to activate audio description (Criteria 7.2.1 of the UNE-EN 301549:2022 standard).
   • There are images and/or non-textual elements without alternative content (Criterion 9.1.1.1 of the UNE-EN 301549:2022 standard).
   • There are videos without audio description or textual alternatives (Criterion 9.1.2.3 of the UNE-EN 301549:2022 standard).
   • There are videos without audio description (Criterion 9.1.2.5 of the UNE-EN 301549:2022 standard).
   • There is information about the content that, although perceived visually, is not transmitted to support products such as screen readers. Some examples may include: visually grouped elements that are not identified as lists, data in table format, titles, identification of content regions, relationships between labels and controls, etc. (Criterion 9.1.3.1 of the UNE-EN 301549:2022 standard).
   • Some form fields do not contain properties that identify the type of data that is expected, so that browsers can offer autofill effectively (Criterion 9.1.3.5 of the UNE-EN 301549:2022 standard).
   • The contrast between the text and the background is insufficient (Criterion 9.1.4.3 of the UNE-EN 301549:2022 standard).
   • Resizing the text causes some content to overlap, become cut off or hidden (Criterion 9.1.4.4 of the UNE-EN 301549:2022 standard).
   • There is content that requires two-way scrolling to access all the information or functionality (Criterion 9.1.4.10 of the UNE-EN 301549:2022 standard).
   • The colour contrast between non-textual elements and the background is insufficient (Criterion 9.1.4.11 of the UNE-EN 301549:2022 standard).
   • The modification of the spacing of the text is insufficient (Criterion 9.1.4.12 of the UNE-EN 301549:2022 standard).
   • There are no additional mechanisms to discard content without the need to move the pointer or change the keyboard focus (Criterion 9.1.4.13 of the UNE-EN 301549:2022 standard).
   • There are elements that cannot be activated through a keyboard or other input devices (Criterion 9.2.1.1 of the UNE-EN 301549:2022 standard).
   • Keyboard navigation does not follow a logical order for some content (Criterion 9.2.4.3 of the UNE-EN 301549:2022 standard).
   • The text of some links does not provide sufficient contextual information (Criterion 9.2.4.4 of the UNE-EN 301549:2022 standard).
   • There are titles or tags that do not adequately convey the topic or its purpose (Criterion 9.2.4.6 of the UNE-EN 301549:2022 standard).
   • The keyboard focus is not always visible or does not have enough contrast with the background colour (Criterion 9.2.4.7 of the UNE-EN 301549:2022 standard).
   • Language changes have not been identified for text fragments that are in a language other than the one specified as the main one (Criterion 9.3.1.2 of the UNE-EN 301549:2022 standard).
   • There is repeated content in different visualisations that are displayed in a different relative order (Criterion 9.3.2.3 of the UNE-EN 301549:2022 standard).
   • The components that have the same functionality within the website have not been identified in a coherent manner (Criterion 9.3.2.4 of the UNE-EN 301549:2022 standard).
   • Errors occurred when entering data into forms are not correctly identified or are not described in the text (Criterion 9.3.3.1 of the UNE-EN 301549:2022 standard).
   • There are forms that do not offer suggestions to correct the errors produced (Criterion 9.3.3.3 of the UNE-EN 301549:2022 standard).
   • There are elements that do not convey their accessible name, the function they perform or with what value they should be interpreted by the support products (Criterion 9.4.1.2 of the UNE-EN 301549:2022 standard).
   • There are status messages that are not notified on screen readers (Criterion 9.4.1.3 of the UNE-EN 301549:2022 standard).
   • Not all the criteria of the UNE EN 301549:2022 standard, which have equivalents in the WCAG2.1 standards (Criterion 9.6 of the UNE-EN 301549:2022 standard), are complied with.
   • User preferences are not saved (Criterion 11.7 of the UNE-EN 301549:2022 standard).
   • The product documentation provided does not comply with the applicable accessibility requirements (Criterion 12.1.2 of the UNE-EN 301549:2022 standard).

We are continuing to carry out audit and consultancy work to correct any possible unconformities and ensure full accessibility to the website to enable its use by anyone regardless of their capacities.

This website applies the requirements of Standard UNE-EN 301549:2022 while taking the exceptions of RD 1112/2018 into account.

The UAB website has been created with the aim of facilitating universal access to all people who consult it, regardless of their physical, sensory or intellectual capacities, and the technical context in which they use it (type of device, software, connection speed, environmental conditions, etc.).

For this reason, we work based on the aim of eliminating the barriers that hinder access to information and communication.

The UAB's commitment is to achieve compliance with the 'Double-A' (AA) level of compliance, as required of public administrations by European and national legislation.

 Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October  2016 specifies the rules required of Member States to ensure that all websites and mobile applications in the public sector, regardless of the device used to access them, comply with the accessibility requirements set out in standard UNE-EN 301549:2022, on accessibility requirements for public procurement of ICT products and services in Europe.

The UNE-EN 301549:2022  standard is mainly based on Web Content Accessibility Guidelines (WCAG) 2.1, August 2018. Specifically, it is necessary to comply with level AA. However, the standard also has other additional, mandatory and Conditional requirements.

The directive is mandatory but is not directly applicable, which is why at a state level, a Royal Decree has been made that specifies its scope and requirements. The state transposition is Royal Decree 1112/2018, of 7 September, on the accessibility of websites and applications for mobile devices in the public sector.
