Abstract

This paper aims to develop a methodology to design regional innovation policies from innovation scoreboards. By using the same statistical information included in the 2021 edition of the Regional Innovation Scoreboard we identify the areas in which policy support is needed to strengthen the performance of innovation systems. In particular, we identify which are the bottlenecks and tradeoffs of innovation policy for all regions in Europe. The results of the paper evidence the policies that are needed to make innovation systems perform more efficiently and the trade-offs that need to be considered to make policies more effective.
