Validation (ex-ante accreditation)
The proposals of new recognised degrees have to be submitted to a previous evaluation process: the validation (ex-ante assessment) that supposes the first stage of the degrees life cycle. In this process, the quality agencies produce an evaluation report that is binding for the University Council that is the responsible body for validation.
Once the proposal for a new undergraduate or postgraduate degree is approved, the university produces a report that gathers all the necessary information to start the validation process: aim and justification of the degree, competences that students will acquire, structure of the studies, human and material resources that the university has available and the monitoring systems designed to assure the fulfilment of all these commitments.
According to the RD 1393/2007 and in relation to the rules and conditions that apply in each case, recognised university degrees have to be summarised in study plans. These study plans have to be produced by Universities, validated by the University Council (UC) and authorised in their implementation by the Catalan Government.
In the process of validation, the UC sends study plans of Catalan universities to AQU Catalunya in order to prepare the corresponding evaluation report that is mandatory and determining. The process designed by AQU Catalunya to evaluate the proposals of new recognised degrees aims to produce the information required for the validation process, besides the authorisation of the implementation of the degrees by the Catalan Government.
With the favourable result of the two evaluations (first accreditation and implementation), the Council of Ministers proceeds to determine the recognised character of the degree and to register it in the Register of Universities, Centres and Degrees (RUCT).
