Introduction

Local entities make up an important part of the public administration in Catalonia given that they are closer to the citizens and, in accordance with the principle of subsidiarity, should provide a greater number of services, and always with the main aim of achieving wellbeing.

The large number of municipalities (over 965) and supramunicipal entities, the existence of counties (comarques) and other local government bodies and also non-regional administrations mean that the number of people involved is very large. These personnel require adequate professional training to face the complexity of competences and functions that these administrations are responsible for.

There is a need to establish homogeneous training across Catalonia in subjects related to local government-law, management and finance, basically to guarantee that the necessary and appropriate knowledge is available, both in theory and practice to graduates who want to work in this field and to the existing employees.
