This specialisation course is part of an academic series dedicated to strengthening management skills in the public sector. It continues the line begun with the course Management Personnel and Emotional Intelligence, and this time focuses on the ethical dimension of institutional leadership, addressing the principles that should guide the behaviour of those who hold executive positions in public organisations.

The course is part of a short-term continuing education programme aimed at professionals who hold or aspire to hold management positions in the public sector. Its main objective is to offer an in-depth reflection on the role of managers in promoting an institutional culture based on integrity, transparency and service to the general interest.

In the context of public employment, the figure of the Professional Public Manager, regulated by the Basic Statute of Public Employees, has become increasingly important. Over time and in an environment more conducive to its consolidation, this figure has become a key element in the modernisation of public management.

This course offers a rigorous analysis of its legal framework, its functions and the scenarios in which it operates, with the participation of renowned specialists. It also addresses the exercise of institutional leadership
from the perspective of public ethics, understood as a set of philosophical principles that guide managerial action within the framework of institutions whose mission is to serve the general interest.

At a time when the exercise of management functions in the public sector faces complex challenges, it is essential to have solid ethical benchmarks to guide decision-making and institutional management. Public leadership, by its very nature, must be aligned with democratic values, respect for the law and the constant pursuit of the common good.
