The objective of the second edition of the Cannabis Forum, which will take place on 23 and 24 November at the Faculty of Law, is to create a place for reflection and dialogue with the aim of implementing proposals adapted to the reality and needs of social cannabis clubs. Since 2012 when the first forum was held, there has been a blossoming of social cannabis clubs which have demonstrated that the reform of drug policies is a reality no one can halt. That year the proposed law on cannabis regulation in Uruguay was only a draft and currently Canada has legalised marijuana in what is the first G8 country to do so.

The social cannabis clubs are now a consolidated reality and have been exported successfully to other countries, and many regional and state-wide regulations have been created or modified in the past few years. In the case of Catalonia, in order to regulate the cannabis clubs, federations and civil society the People's Legislative Initiative "la Rosa Verda" was created and passed by the Parliament of Catalonia in June 2017.

The forum will be dynamic and participative and will include the presence of Joan Colom, Deputy Director General of Drug Addictions; Gemma Tarafa, Commissioner for Health of the Barcelona City Council; Miguel Vila, Vice President for the Mixed Congress-Senate Committee for the study of drugs, as well as representatives of cannabis federations, among other experts and political representatives of different parties.
