Local institutions make up a major part of the Public Administration of Catalonia given that they are closest to the people and, in line with the principle of subsidiarity, they have to offer a greater number of services, taking welfare as their final objective.
The large number of local councils (more than 965) and the supralocal councils, the existence of counties and other local administrations, as well as non-territorial administrations, means that they employ very large numbers of people. These staff require professional education and training that is adequate for dealing with the complexity and functions that these organisations need them to do.
There is therefore a need to establish homogeneous education throughout the territory of Catalonia in subjects related to local government law, management and economy, basically to guarantee the necessary theoretical and practical knowledge for university graduates who want to work there. Among these subjects, the importance that urban law has acquired among local government competencies and its extremely specialised and technical nature, suggests that a specific diploma programme should be designed to offer in-depth knowledge of the discipline.

UAB masters and graduate diplomas may include or facilitate external academic internships in companies or institutions in order to help the student to achieve a level of expertise that facilitates the insertion or promotion in the workplace.
